Solidarity Committee for Afghanistan (SC) seeks a Programme Manager

The Solidarity Committee for Afghanistan (SC) is a politically and religiously independent membership-based organisation that works to mobilise support for the rights of the Afghan people and to raise awareness about the situation in Afghanistan among the broader public and decision-makers in Sweden and internationally.

In Afghanistan, SC collaborates with partner organisations that implement programmes aimed at reducing poverty and promoting human rights. Children, youth, women, and persons with disabilities are priority target groups.

SC has more than 40 years of experience working in Afghanistan. It was founded in 1980 in protest against the Soviet occupation of the country and in solidarity with the Afghan civilian population.

SC is seeking an analytical, strategic, and operationally strong Programme Manager with a focus on partnerships, resource mobilisation, and programme development.
With us, you will work in a small and agile organisation with high levels of commitment, where you are given a clear mandate to develop partnerships, mobilise funds, and develop programmes in partnership with local organisations in a complex and evolving Afghan context.

About the role

As a Programme Manager, you are responsible for developing and managing SC’s partnership portfolio and resource mobilisation efforts. You will work with partnership development, programme design, and donor engagement to strengthen the organisation’s contribution to social change and sustainability. The role also involves contributing to the further development of SC’s overall partnership approach, programme quality, and external engagement with partners, donors, and relevant stakeholders.

Responsibilities

Main responsibilities of the role:

  • Manage partnerships with designated international and local NGOs, CSOs, and private sector actors, ensuring alignment with organisational priorities.
  • Contribute to resource mobilisation and programme development by identifying funding opportunities and developing high-quality proposals and concepts in collaboration with partners and internal teams.
  • Build and maintain relationships with partners and donors, including quality assuring partnership agreements and donor contracts.
  • Oversee programme implementation and partner performance, ensuring compliance with programmatic, and donor requirements, while supporting partner capacity development and promoting continuous learning and improvement.
  • Ensure compliance, risk management, and accountability, including adherence to anti-corruption policies, reporting of suspected breaches, and maintaining transparent communication with donors on compliance and risk mitigation.
  • Contribute to organisational planning and operations, including work plans, budgets, staying informed on sector and donor trends (including private sector engagement), managing agreements and documentation, and undertaking field visits to Afghanistan to monitor partner implementation.

Qualifications

We are looking for someone who has:

  • Relevant education background in development studies, international relations, business administration, or a related field.
  • At least seven years experience in partnership development and management, including work with NGOs/CSOs and private sector actors.
  • Demonstrated experience in resource mobilisation and donor-funded programme development.
  • Experience in economic empowerment programming, including sustainable livelihood development, skills development and inclusion of youth, women, and vulnerable or marginalised groups
  • Experience working in international development or humanitarian contexts, preferably outside Sweden.
  • Experience in developing high-quality donor proposals and reports.
  • Experience in programme monitoring (including budget tracking and financial management of programmes and partnerships), compliance, and capacity-building support to partner organisations
  • Excellent coordination, communication, and facilitation skills
  • Fluency in spoken and written English

It is considered an asset if you have:

  • Swedish language skills both oral and written
  • Experience from Afghanistan or similar contexts.
  • Experience from collaboration with private sector in development cooperation

About the Position 

The position is part of the Partnerships and Programme team. You will be based at SC’s office in Stockholm. The role requires regular presence at the office; however, to support a healthy work–life balance, we offer the possibility of partial remote work, depending on operational needs and individual circumstances.

The employer does not cover any costs related to relocation, travel, or accommodation if the applicant is based outside Stockholm.

 Salary and Terms of Employment

We apply individual salary setting, with salary levels aligned to the non-profit sector. We offer opportunities for professional development, reduced working hours, reimbursement for healthcare and medical consultation costs, and parental pay in accordance with our collective agreement. We are covered by a collective agreement and maintain close collaboration with our local trade union representatives.

Type of Employment

This is a permanent full-time position (100%) with a six-month probationary period. The start date is as soon as the successful candidate is available to join, preferably no later than 01 September, 2026.
